This exercise is fairly complex for a beginner, and would give the mind some exercise. It would help you know, as to how different tools from operation toolbar, selection filter, constraints and profile toolbar are used together.
If you see and analyze the diagram on the right, you would be able to see that in majority it is actually composed of circles or parts of circles which are offset from each other vertically or horizontally by some distances. So, it may be best to start with that and then proceed onto making other elements of the sketch around it.

First we can create series of multiple circles with the help of circle tool. The distances of the center points are well known from the left most point of the sketch, so we can use that as origin to reference the centers of our circles.
Also, we know well the position of various lines, so that can be made easily too. Besides, we also know the arcs radius and other entities to which they are tangent. The exercise has been covered in two videos below (showing different methods), you can watch them below.
